Chapter 5. Where can I get help as a PSU non-resident alien?
If you are a Penn State non-resident alien and you need help understanding and completing your tax obligation as a non-resident for tax purposes, there are two offices on campus that can guide you: ISSA and Penn State VITA.

International Student and Scholar Advising (ISSA)

- ISSA is a part of Penn State Global (University Park) Office of Global Programs
- They provide eligible students and scholars with a tax software, Sprintax Links to an external site., to be used by non-resident aliens to complete their tax filing

- If you are an international student at one of the Commonwealth Campuses, there are international student advisors on campus. A list can be found on ISSA's website Links to an external site., but you may also find advisors at your campus's Office of Global Programs

Penn State VITA

- Penn State University's VITA program targets individuals and families whose income falls within the eligibility guidelines for the Earned Income Tax Credit
- Taxpayers get help filing returns electronically at no cost
- Taxpayers receive financial information relevant to their situation and learn easy to implement steps to improve the financial stability and security for themselves and/or families

- You might able to find services that you can use in your area such as scheduling an appointment with an IRS adviser via telephone, or conduct a virtual meeting via Skype
- They also have forms and publications to help you take care of your taxes
It is very important that you take personal responsibility in understanding your tax obligations. The U.S. Department of Treasury and Internal Revenue Service offer a website, instructions, forms, and online filing assistance for your convenience.
As a student, scholar, or researcher, understanding your tax obligations is vital! The Penn State Financial Literacy Center provides students with resources needed for making informed decisions regarding money management.
